Job Title: IT Technical Business Analyst - Intermediate

Location: Primarily remote, with occasional in-person meetings (up to 4 times per year) on reasonable notice

Role Overview

This role supports a Registries Modernization initiative, focusing on the complete replacement of a legacy Land Titles Registry system. The goal of the project is to transition to modern, cloud-based solutions that enhance user experience, improve efficiency, and ensure compliance with legal and process requirements. The successful candidate will work within an agile project team to analyze and define business needs and transform them into actionable technical requirements.


Key Responsibilities

Requirements Analysis & Documentation

  • Conduct business stakeholder interviews and workshops.
  • Analyze current and future state workflows and perform gap analyses.
  • Develop user stories, use cases, personas, journey maps, and flow diagrams.
  • Produce detailed business and functional specifications and validate with subject matter experts.

Collaboration & Solution Design

  • Collaborate with development teams to ensure business requirements are accurately translated into technical solutions.
  • Plan and manage user acceptance testing (UAT), including test plan creation and execution support.

Process Documentation & Change Management

  • Create or update system, policy, and procedural documentation.
  • Support change management efforts, including communication and training activities.

Compliance & Security

  • Work with internal teams to support privacy and security assessments (e.g., Privacy Impact Assessments and Threat/Risk Assessments).

Project Support

  • Provide input for project planning, timelines, and progress reporting.
  • Monitor and evaluate implemented solutions for continuous improvement.


Experience Requirements

Mandatory

  • 5+ years of experience as a Business Analyst in complex IT environments.
  • 5+ years documenting business processes, workflows, and requirements.
  • 3+ years facilitating business process development or re-engineering sessions.
  • 3+ years of experience in managing user acceptance testing.
  • 3+ years of experience preparing written business and technical documents.
  • 3+ years working within an agile environment.
  • 1+ year experience contributing to a registry's modernization initiative.


Preferred

  • Bachelor's degree in a technology-related field.
  • Supporting requirements validation during technical design.
  • Evaluating policies, programs, or initiatives.
  • Creating low- and high-fidelity mockups, prototypes, or user flows.
  • Analyzing complex processes and data flows.
  • Gathering requirements across diverse stakeholder groups.
  • Designing and implementing complex IT systems.
  • Developing project documentation for strategic and IT-related initiatives.
